2 mins readThe Fair Wages and Salaries Commission (FWSC) has seen a change in leadership, as Ing. Benjamin Arthur formally handed over responsibilities to Dr. George Smith-Graham, following the end of his appointment as Chief Executive Officer on April 15.

Appointed in January 2022, Ing. Arthur led key initiatives including a comprehensive review of Ghana’s Single Spine Pay Policy.

With a professional background spanning civil engineering, labour relations, and conflict resolution, he applied a multi-disciplinary approach to addressing wage and salary challenges within the public sector.

Ing. Arthur also brought his experience in labour administration and mediation to the Commission, leveraging his academic training from institutions such as GIMPA and the Kofi Annan Peacekeeping Training Centre to navigate complex negotiations.

During a brief ceremony at the FWSC headquarters, attended by staff and management, he reflected on his time in office after officially handing over transitional documents to Dr. Smith-Graham.

"I'm proud of what we've accomplished during my time at FWSC," Ing. Arthur said. "I have no doubt that Dr. Smith-Graham will build on these successes and lead the commission to even greater heights."

Dr. Smith-Graham, who now serves as Acting Chief Executive, comes into the role with over 30 years of experience in managing compensation systems and reforming public service structures.

"I'm honored to take on this new role and look forward to working with the team to drive the commission's mandate forward," he stated during the handover.

The Commission is expected to continue advancing towards the establishment of an Independent Emoluments Commission, a body that will oversee public sector compensation in a more structured and transparent manner.

Staff members expressed appreciation for Ing. Arthur’s leadership while welcoming the incoming Acting CEO.

“We appreciate Ing. Arthur's contributions and welcome Dr. Smith-Graham to head the commission," said the Director of Finance and Administration, Mr. Dollar Agbenu.
