Tema Youth FC owner, Wilfred Kwaku Osei Palmer says the Black Stars need the right structures to ensure at the 2022 World Cup.
Ghana are making their fourth appearance in Qatar having missed out on the last edition hosted in Russia.
After exiting the group phase in 2014 in Brazil, the four-time African champions will be hoping to make an impact.
However, Palmer, who is a former Executive Committee of the Ghana Football Association [GFA] says the FA must put measures in place to ensure the team succeeds in the Gulf country.
“We will go and come back empty-handed if we don’t put in the necessary structures and systems to achieve our set goals as a national team," he told Happy FM.
Ghana will officially open their campaign on November 10 in Abu Dhabi.
Otto Addo will name his final 26-man squad for the tournament on November 14 before taking on Switzerland on November 19. Ghana, who have been housed in Group H will open their campaign against Portugal on November 24 at Stadium 974 in Doha.
Four days later, the Black Stars return to action with a clash with South Korea at the Education City Stadium in Al Rayyan.
Ghana will wrap up their group stage adventure with their much-anticipated encounter with Uruguay at Al Janoub Stadium in Al Wakrah.
