However, this date is subject to approval by Parliament, pending discussions in the House, according to a JoyNews report.
1
Ghana’s Financial Administration Act requires the budget to be presented before March 31, 2025.
2
In January, Parliament approved a GH¢68.1 billion Mini Budget to cover government spending for the first three months of the year.
3
Ahead of the full budget presentation, the Finance Ministry has issued guidelines to various ministries to help them set spending limits and plan their programs. Ministries have been asked to prioritize their projects and submit their proposals within a set timeline before a final budget meeting is held.
4
The 2025 Budget is expected to focus on economic recovery and job creation, particularly through the government's 24-Hour Economy initiative.
5
Dr. Cassiel Ato Forson is also likely to announce the removal of certain taxes, including the betting tax, the COVID-19 levy, and the E-Levy. However, this move could result in a revenue shortfall of nearly GH¢10 billion, which poses a challenge for the government.
6
Another major concern is Ghana’s energy sector debt, which could slow down economic recovery efforts.
7
Additionally, the 2025 Budget will be shaped by Ghana’s ongoing program with the International Monetary Fund (IMF), ensuring that policies align with IMF requirements.
