The Motorcycle Couriers Union has voiced strong objections to the age restriction imposed by the Road Traffic Regulations, 2012 (Legislative Instrument 2180), which requires individuals to be at least 25 years old to operate commercial motorcycles and tricycles.
The union expresses concern that enforcing this rule could lead to widespread job losses, particularly among younger members of the industry.
Timothy Abugri, the General Secretary of the Motorcycle Couriers Union, spoke to Citi News, urging the government to reconsider the minimum age requirement. He proposed reducing the threshold to 18 years.
“We were not included in the discussions that led to the creation of the LI. If we had been involved, we believe we could have provided valuable input that might have shaped the legislation differently,” Abugri explained.
Furthermore, Abugri highlighted the need for the government to permit the union to provide training for its members before the rule is enforced, to prevent potential legal issues for riders who have not yet received proper certification.
“They have also introduced a certification process for legal riders. However, no one in our sector has received formal training thus far. If a union member is stopped by the police without certification, how will we address this? We believe the government should allow us to organize training programs and secure the necessary certifications before enforcing the law,” he said.
The union is calling for more collaborative efforts with the government and other stakeholders to ensure that the law is both effective in enhancing safety and fair to those whose livelihoods depend on it.
